Background:

In addition to hosting the world’s largest refugee and migrant population – estimated at 4 million people, including 1.8 million children – Turkey opened its borders to accommodate newly displaced populations fleeing the armed conflict in Ukraine. This crisis is under L3 emergency category.

Since the beginning of the war in Ukraine, more than 4.3 million refugees have been forced to flee from Ukraine. Together with individuals who crossed borders to enter neighboring countries, an additional 6.5 million people have been displaced internally within the country. According to unofficial sources it is estimated that at present Turkey is hosting approximately 60,000 people, including 30,000 children displaced from Ukraine. According to the same sources, it is estimated that certain proportion of displaced people from Ukraine continues their journey to other destination countries, including the Gulf States and the US. UN agencies, including UNICEF, are closely coordinating with the Government counterparts and NGO partners with the aim of assessing the emerging humanitarian and protection needs of newly arrived displaced people from Ukraine as well as to explore opportunities to extend existing humanitarian response plans in Turkey (most notably the Regional Refugee and Resilience Plan (3RP)) to respond to those needs.

The main purpose of UNICEF’s programmes to be supported by this consultancy are to support the human resources capacity of the MoFSS and improve their capacity to identify and respond to the specific needs of vulnerable and disadvantaged children and families through provision of technical support and additional financial and human resources capacity.

Purpose of the Assignment:

The Translator/Interpreters shall support the services provided by the Social Workers within the scope of the MoFSS response to displaced Ukrainian children and families, including translation and interpretation services to staff and children and families. Detailed terms of reference for the assignment will be agreed with MoFSS after the candidate is recruited and assigned.

Description of Tasks:

- Provide translation support to the social workers and/or other officials in personal interviews, group work sessions, psycho-social interviews, briefings and social activities and provide interpretation services under the guidance of psychosocial support staff

- Provide translation support to children and families as needed both inside and outside the accommodation areas

- Translate documents, as required

- Provide other support to the social workers, as needed

Qualifications & Requirements:

- A University degree is required

- Proven experience in translation and interpretation work for humanitarian organizations or government institutions (National or International certification is highly preferred),

- Good command of MS Office Excel and Word tools is preferred

- Fluency in Ukrainian/Russian andTurkish

- Experience in working with vulnerable persons and especially with children is highly preferred

- Experience in community-based programmes is an asset

- Familiarity/prior experience within the migration and emergency response sectors would be an advantage

- Sensitivity to cultural, religious, age and gender differences and the ability to work in a multi-cultural environment
